User provisioning is the process of creating user accounts and additional settings to prepare the usage of a certain service.

E.g., in email hosting, you need to "provision" (create) an account, before you can send or receive emails with it. Also certain settings such as email aliases or quota information can be considered part of provisioning.

User provisioning therefore is an important process step in both data migration and data portability.
